Changing ownership of TNB, Syabas and DBKL (Subsale Property in Malaysia)

I just recently gotten the keys to my new home. I’ll be sharing the journey and experience in my subsale property in another post. As it’s still fresh on my mind, I’d like to share on the 3 key “Change of Ownership” that new owners will need to do right away!

The moment I got my keys, my lawyer informed me that I would need to proceed to change the ownership for:

  1. Electricity (TNB)
  2. Water (Syabas)
  3. Assessment tax (DBKL)

At the same time, my lawyer will process the change of name for Quit Rent (Land Office stuff) and Indah Water (IWK).


TNB – Electricity

In the old days, owners will need to bring a bunch of papers (e.g. copy of SPA, IC, forms, etc) to Kedai Tenaga to initiate the change of ownership. Today however, thanks to internet, all these can be done online and the only document required by TNB is your IC.

All you need to do is get on myTNB’s website – https://www.mytnb.com.my/ – and follow the step by step process as stipulated in this guide provided by TNB.

Thereafter, you can check your application status under the same tab. It will look something like this.

I was told that it will take up to 14 working days for them to change. I am still waiting currently for the completion of the change. I called in once and they told me they tried to reach the previous owner, but the phone number that they have is a different number. Peculiar…

Expect to pay the TNB deposit once it’s near the end of the process.


SYABAS – Water

The change of ownership for SYABAS is more complicated than TNB.

Similarly, thanks again to the creation of Internet, we can now perform the change of ownership online at https://www2.airselangor.com/apps/waterapps/

They require more documents compared to TNB – including the SPA (of different pages uploaded separately), IC, etc.

Two of the documents that stand out are:

  1. Picture of the readings on the water meter and
  2. Another of the entire meter stand.

So make sure when you get your keys, you immediately proceed to take a picture of those 2 to save your journey of going there again just for the picture. For condo, you may request the Management to take a picture and send to you. This was what I did.

The turnaround speed for mine was very fast, within a few hours of me submitting the application. There was an email asking me to settle the balance payment, then another email asking me to provide the security deposit, followed by the last email that said that the application is completed.


DBKL – Assessment Tax

Of course, this is only applicable for property that comes under DBKL’s jurisdiction.

First thing to do is to download, print and fill up Borang I & J from DBKL’s website.

Then to prepare 2 supporting documents:

  1. Copy of new owner(s)’ IC
  2. Copy of SPA (Yeah, the full thing)

Then bring the form with the supporting to Jabatan Penilaian Dan Pengurusan Harta (Property Assessment & Management Department) in Menara TH Perdana. Once you’ve parked your car, you will need to take the lift to G Floor, then exit the building and enter Menara TH Perdana’s main entrance. Yes, the car park’s in a different building.

Once there, register at the reception and go up to Level 4. This is where you will submit the documents.

It took me 5 minutes in and out as there wasn’t any queue.

Done. Simple.


That’s it!

I got all 3 done within a day. So, it is quite simple.
